There is a back story to the Pueblo. Kim senior, in an act of communist solidarity, sent fighter pilots to serve with the North Vietnamese air force. The North Vietnamese kicked out the survivors (!) after the North Koreans and their 1950's era fighter tactics cost them a number of expensive fighters in air combat that was little more than target practice for Americans. Kim, to save face, sent his navy to attack the smallest U.S. ship he could find.
