MOD pay: I'm probably wrong but I think it could all be done within the tax system, in a way that wouldn't require an increase in the MOD budget. This assumes the MOD are just like any other employer and make NIC payments and PAYE deductions on behalf of their employees.
If that is the case, they could be given a specific and substantial MOD allowance to reduce their taxable income or have their earnings exempted from National Insurance. That sort of thing. There would be less shuffling of money from the Treasury to the MOD and back, more in the pockets of the soldiers, sailors and airmen and no impact on the funding for the equipment.(Which is itself woeful.)
Their lives are on the line for us, it's the least we owe them.

Re Cloning: If I may take the liberty of opposing your point of view, Theo, clones are nothing more than identical twins. They occur naturally and we find nothing wrong with that. Cloning high quality animals can put a better product on the table.
