Why do banks charge a fee on 'insufficient funds' when they already know there is not enough money?

Mummy 3: Good fun carries on from the previous 2. Lacks the sheer tottiness of Rachel Wiesz.
Tropic Thunder: Abysmal. Could be because I was pissed when I watched it. Good send up of the 'war movie' genre but lacking something.
Transporter 3: Once again set in Europe and better for it. Nice totty and great car action.
Hancock: Hocum. Expect Hancock 2.
