Dutch troops last year got into a lot of trouble when they wore "non-issue equipment" in the sandbox. They'd found that their own helmets and mesh webs weren't effective and "liberated" a few from the British and Americans (no doubt in exchange for a few cases of Heineken). Minister of defence was "not pleased" that they were not using the stuff he'd given them and threatened severe disciplinary action if it ever happened again.
