NK has far fewer if you only count WORKING equipment, and each soldier only counts half because they are starving.

Budget is irrelevant. The DPRKs get most of their hardware free or at cost from China and places like Iran and Russia.
ROK has to pay top dollar for all of theirs.
ROK salaries are many times higher than DPRK salaries.

etc.

So ROK is heavily outnumbered everywhere except in the air, and during a winter war that might not matter much (if the weather turns sour).
During a winter war the overall higher technology and quality of DPRK equipment won't matter much either, as it'll be another slugging match between infantry and artillery just like in 1950-52.

And on top of that I've little doubt the Chinese will once again enthousiastically support their socialist brothers to the south, while the US et.al. are highly unlikely to show as much if any support for the ROK.
