The out-migration from Illinois depicted here is not really a 'surprise' since anyone with a pulse should understand that crushing taxes, epic corruption, and a dysfunctional government coupled with Big Brother-esque Kommunismus is a recipe for disaster.
The REAL surprise here was that there apparently are people so farkin' stoopid they actually GO to Illinois!

Hell, I left Illinois twice in that time period. I don't plan to ever live there again (though we do bolster the local economy when we visit the in-laws once a year).
