- There is a growing 'imbalance' between those writing the checks (tax-payers), and those cashing them (tax-eaters)...and as awareness of this grows on the part of the check-writers, it becomes imperative for the middle-men (tax-spenders) to 'do something' to keep the scheme running a bit longer since they take a cut of the wealth-transfer for themselves.
