This is a perfect example of how NOT to budget, and how NOT to spend your money like the US Gov't does.

It's worth remembering the next time (a) some politico or bureaurat functionary whines about needing a bigger budget, or how 'hard' life would be to live within a budget, or (b) says "we're just going to have to raise taxes" instead of "let's cut taxes."
