Based on what metrics?
New Zealand is up there on the list but our health system is a shambles with staff shortages so bad that some hospitals are near collapse at times. You'll usually wait many hours in emergency depts and routine surgery delays are appalling. Its hard to see a GP and the vax is still front and center.
Okay , which countries administered a flu vaccine in the last three years by threat of bankruptcy? Seems they all are less safe than they want you to remember. Tyrants enjoy their roll in torturing everyone for their own good.

If you remove emergency room visits, I think America would near the top.
