Patrol Boat, flying. I think.
Painted Bright Yellow?
Patrol Bomber, and the Y was a manufacturers code, if I remember correctly.
Simon is right. Wikipedia says "PB stands for Patrol Bomber, with Y being Consolidated Aircraft’s manufacturer identification"
According to Aeroplane Magazine, Jan 2008, "P = Patrol, B = Bomber and Y = Consolidated in the USN designation system."
I like Painted Bright Yellow the best, although the others are more accurate.
