This might sound trite, but thanks to your daughter, mitch, for her service.
Here in the US, the 'inflation' numbers are carefully watched by the FedGov because there are a lot of other laws tied to that number. The FedGov under-reports that value so that they don't have to pay out as much in benefits and other expenses.
It is kinda like the fox watching the hens. If they report the actual inflation numbers, the Social Security payments would go way up, plus the welfare and other support payments. So they under-report it.
Disgusting.
